How is the population being reshaped?

Fertility, survival, migration and household formation move on different clocks. This brief keeps stocks, gross flows, observations and projections separate before asking what they imply.

01 · Where are we now?

Older, lower-fertility—and still shaped by two-way movement.

In the 2025 World Bank estimate, 20.87% of the Dutch population was 65 or older, versus 13.48% in 2000. Eurostat places the Dutch period fertility rate at 1.43 births per woman in 2024. Neither number alone predicts population size or fiscal outcomes.

02 · Which direction?

Cohorts age slowly. Annual components can move sharply.

Dutch deaths exceeded births in 2023 and 2024. Population still grew because immigration exceeded emigration. The 2022 flow was unusually high and included temporary protection from Ukraine; it is not a permanent annual baseline.

03 · Who and where differ?

National change is assembled from different local trajectories.

Selected provinces combine different growth and age profiles. Flevoland grew faster and remained younger; Zeeland and Limburg had roughly one resident in four aged 65 or older. Stable province codes and a 2025 boundary vintage travel with the comparison.

Flow composition · observation

Citizenship is one defensible cut—not a universal migrant category.

Eurostat’s 2023 immigration flow can be grouped by reporting-country, other EU and non-EU citizenship. It does not identify birthplace, admission reason, temporary protection, student status or future retention.

04 · Competing explanations

Demography is path-dependent, but not mono-causal.

Observation

Longevity + cohort size

Large cohorts crossing fixed thresholds and lower old-age mortality raise the older share.

Association

Education + timing

Later first births can lower period fertility without the same change in completed family size.

Hypothesis

Housing + formation

Cost, space and security may delay leaving home, partnership and births; no single causal estimate is asserted.

Judgment

Policy + labour demand

Admission rules, employers, study routes and family migration shape arrivals and retention.

Protection + students

Temporary protection and study can change near-term composition without guaranteeing permanent stay.

Corrections and status changes can affect reconciliation without representing a new physical move.

05 · What would change our conclusion?

Look for persistent changes in behaviour and outcomes.

  1. A sustained fertility shift across a completed cohort—not one period-rate bounce.
  2. Different migration retention and composition from the medium projection assumptions.
  3. Narrowing employment, earnings and productivity gaps under stable definitions.
  4. Healthy working life and older-age participation rising faster than the age ratio.
  5. Household formation stabilizing enough that household growth no longer outpaces population.
  6. Regional population and service-capacity divergence narrowing under stable boundaries.
